Description:

Ugpi’ganjig First Nation is inviting proposals from qualified consulting teams to complete a School Feasibility Study and Long-Range Education Master Plan.
The purpose of this study is to support long-term planning for education facilities that reflect the community’s vision for learning, Mi’kmaq language and culture, land-based education, inclusive and special education services, and future growth. The study will guide future investment decisions and must align with Indigenous Services Canada (ISC) School Space Accommodation Standards and related federal infrastructure requirements.

The successful proponent will work closely with the community, including leadership, Elders, educators, students, and staff, through a collaborative and engagement-driven process. The work will include community engagement, demographic analysis with long-term enrolment projections, education program and inclusive/special education planning, assessment of existing facilities, and development of education specifications that describe the learning environments required to support programs and services.

The scope also includes technical condition assessments of existing school facilities and sites, sustainability and climate resilience planning, and the development of at least three viable infrastructure options. These options will be supported by capital cost estimates, 40-year life-cycle costing, risk analysis, and clear justification. One preferred option will be recommended at the conclusion of the study.
Proponents must demonstrate experience in Indigenous education facility planning, feasibility studies, and community-led engagement. Teams are expected to include a registered architectural or engineering prime consultant licensed in New Brunswick, as well as qualified specialists in demographics, education planning (including inclusive and special education), technical assessments, and costing.

The study will be delivered through a draft report for review and a final feasibility study and master plan that fully documents findings, options, and recommendations.

Proposals must be submitted by February 20, 2026 at 4:00 PM AST, in accordance with the Request for Proposals. This is a fixed lump-sum professional services contract. Ugpi’ganjig First Nation reserves the right to accept or reject any proposal.

The new deadline for submitting questions and confirming intent to bid is January 23, 2026.
