1. Introduction
The Corporation of the Township of Prince invites qualified contractors to submit sealed bids for the repair
and restoration of the municipal office building, which has sustained damage due to recent flooding. The
affected areas include multiple rooms within the building. The scope of work encompasses flooring
replacement, drywall repairs, painting, carpentry, and other restoration tasks as detailed below.
2. Scope of Work
The comprehensive scope of work for this project includes, but is not limited to, the following tasks:
2.1 Flooring
• Replacement of Floor Tiles: Remove and replace damaged floor tiles in the rental hall with materials
matching the existing design and quality.
2.2 Carpentry and Woodwork
• Cove Base Molding: Remove damaged cove base molding and install new molding throughout the
affected areas.
• Toe Kicks: Replace damaged toe kicks in cabinetry areas.
• Cabinet Repair: Repair and restore damaged cabinets to their original condition.
• Install Shelving: Install new shelving units as per the original design or as directed.
2.3 Drywall and Wall Treatments
• Content Removal and Reset: Carefully remove contents from affected areas to facilitate repairs and reset
them upon completion.
• Drywall Installation: Install new drywall in areas where existing drywall has been compromised.
• Patch Walls: Patch and repair minor wall damages to ensure a smooth surface.
• Seal Surfaces: Apply appropriate sealants to walls to prevent future moisture penetration.
• Paint Walls: Paint all repaired and new wall surfaces to match existing colors and finishes.
2.4 Doors and Trims
• Replace Interior Double Doors: Remove damaged interior double doors and install new ones matching
the existing style and specifications.
• Paint Doors and Window Trims: Sand, prepare, and paint doors and window trims to match existing
finishes.
2.5 Cleaning and Restoration
• Cleaning: Thoroughly clean all affected areas post-repair to ensure the municipal office is ready for
occupancy.
3. Submission Requirements
Bidders are required to submit the following:
• Project Plan: A detailed plan outlining the methodology for completing the repairs, including a timeline,
work sequence, and quality assurance measures.
• Cost Estimate: A comprehensive breakdown of all costs, including labor, materials, equipment, and any
other related expenses.
• Qualifications and Experience: Documentation showcasing the contractor's experience in similar
restoration projects, including before-and-after photos if available.
• References: Contact information for previous clients for whom similar work has been performed.
• Proof of Insurance: Evidence of liability insurance coverage amounting to $5,000,000.00.
• WSIB Clearance Certificate: Proof of active Workplace Safety and Insurance Board (WSIB) status.
4. Bid Submission and Opening
• Sealed Bids: All bids must be submitted in a sealed envelope clearly marked "Tender for Repairs to
Municipal Office Building Due to Flooding."

• Closing Date and Time: Aug 30th, 2024, at 4:00 pm
• Public Opening: Tenders will be reviewed and chosen in public at the public Council Meeting on
September 10th at 6:00 pm.
5. Evaluation Criteria
Bids will be evaluated based on the following criteria:
• Pricing (40%): Competitiveness and transparency of the cost estimate.
• Experience and Qualifications (25%): Proven experience in similar projects and the qualifications of the
project team.
• Project Plan and Timeline (20%): Feasibility and efficiency of the proposed work plan and schedule.
• References (10%): Feedback from previous clients regarding quality of work, adherence to timelines,
and professionalism.
• Compliance with Tender Requirements (5%): Adherence to all submission requirements and tender
conditions.
6. Terms and Conditions
• Right to Accept or Reject: The Corporation reserves the right to accept or reject any or all bids, including
the lowest bid, and to award the contract in the best interest of the municipality.
• Site Visit: A mandatory site visit is scheduled for Wednesday Aug 23rd at 2:00 pm. Bidders must attend
to familiarize themselves with the scope and conditions.
• Contract Award: The successful bidder will be notified in writing within 10 business days of post tender
closing. All other bidders will be informed of the decision accordingly.
• Project Commencement and Completion: The contractor must commence work within 10 days of the
contract award and complete all tasks within the provided estimate.
• Payment Terms: Payment will be made as per the agreed schedule upon satisfactory completion of
milestones and final inspection.
• Safety and Compliance: The contractor must adhere to all applicable safety regulations and obtain
necessary permits.
