NOTICE OF LITERACY DIGITAL TOOL SYSTEMS, RESEARCH DIGITAL TOOL SYSTEMS, AND RELATED SERVICES REQUEST FOR PROPOSALS (RFP) #2025-490 POSTED ON OTP

OECM, a collaborative sourcing organization, has issued a non-binding RFP, as noted above on the Ontario Tenders Portal (“OTP”).

The objective of the RFP is to award Master Agreements to up to three (3) qualified Suppliers per Category for the provision of Literacy Digital Tool Systems, Research Digital Tool Systems, and Related Services on an as-and-when required basis for OECM Customers.

Proposals will be evaluated in seven (7) stages, as detailed in Part 3 of the RFP.

The Proponent must not be a U.S. Business, where U.S. Business means a supplier, manufacturer, or distributor of any business structure (including a sole proprietorship, partnership, corporation, or other business structure) that: (i) has its headquarters or main office located in the U.S., and (ii) has fewer than two hundred and fifty (250) full-time employees in Canada. If a Proponent is a subsidiary of another corporation, part (i) of the definition above is met if that Proponent is controlled by a corporation that has its headquarters or main office located in the U.S.

The term of the resulting Master Agreements are intended to be for a fixed six (6) years, with no extensions.

The Master Agreements will be available to organization such as educational entities (e.g., school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges), health and social service entities, hydro, Local Housing Corporations, the Legislative Assembly, Municipalities and related Service Organizations, not-for-profit organizations, Ontario Electricity Financial Corporation, Ontario Power Authority, provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, and any other Ontario Broader Public Sector (“BPS”) agency, Ontario Public Service (“OPS”) ministry, agency, board or commission, Crown corporations, First Nations federal agencies, Indigenous Organizations and Communities, and other provincial, territorial and federal public sector entities/agencies or similar entities not mentioned here.

OECM makes no guarantee of the value or volume of work to be assigned from the award of any Master Agreements resulting from this procurement.

Proponents are advised that there will not be a public opening of this RFP. OECM will open Proposals at a time subsequent to the Closing Date indicated in the RFP timetable above, in the RFP itself, and on OTP.

OECM will not post RFP documents, or any amendments associated with this RFP, outside of this notice, on MERX™, Biddingo, and bids&tenders. All communication will occur directly through OTP only.

This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (“CFTA”) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (“CETA”).

Step 3: Filter the results.
• “Enter Filter (type to start search)”: In this field select “Buyer Organization”
• Operator: select “Equal to”
• Value: type “OECM”, press enter to see results

Step 4: Select the appropriate opportunity.

Step 5: Scroll down until the “Published Lots” section, and select the notepad icon.

Step 6: Select “Express Interest” and “Confirm” to access the documents.

Step 7: Select “Buyer Attachments” on the top of the screen to view documents uploaded by OECM.
