August 13, 2026 NOTICE OF CASHLESS TRANSACTION MANAGEMENT SOLUTION AND RELATED SERVICES REQUEST FOR PROPOSALS (RFP) #2026-609 PUBLISHED ON EUNA PROCUREMENT (BONFIRE) PLATFORM Please note this is not an RFP. No RFP is attached. OECM, a collaborative sourcing organization, has issued a non-binding RFP, as noted above on the Euna Procurement (Bonfire) . There are numerous benefits for doing business with OECM. Refer to our website at https://oecm.ca/suppliers/ for more information. The objective of the RFP is to award Master Agreements to up to three (3) qualified Suppliers for the provision of Cashless Transaction Management Solution and Related Services on a non-exclusive and as-and-when required basis for OECM Customers. Proposals will be evaluated in seven (7) stages, as detailed in Part 3 of the RFP. The qualified Supplier must not be a United States of America (“U.S.”) Business, where U.S. Business means a supplier, manufacturer, or distributor of any business structure (including a sole proprietorship, partnership, corporation, or other business structure) that: (i) has its headquarters or main office located in the U.S., and (ii) has fewer than two hundred and fifty (250) full-time employees in Canada. If a qualified Supplier is a subsidiary of another corporation, part (i) of the definition above is met if that qualified Supplier is controlled by a corporation that has its headquarters or main office located in the U.S. The term of the resulting Master Agreements is intended to be for six (6) years, with no extensions. The Master Agreements resulting from this RFP, if any, will be available to eligible public sector organizations across Canada, including but not limited to educational entities (e.g., school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges), health and social service entities, hydro, Local Housing Corporations, the Legislative Assembly, Municipalities and related service organizations, not-for-profit organizations, Ontario Electricity Financial Corporation, Independent Electricity System Operator (“IESO”), provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, and any other Broader Public Sector agency, Ontario Public Service (“OPS”) ministry, agency, board or commission, Crown corporations, First Nations federal agencies, Indigenous Businesses and Communities, and other provincial, territorial and federal public sector entities/agencies or similar entities throughout Canada. For certainty, this definition is not limited to the province of Ontario and includes any similar entities, organizations, boards, service providers, and other provincial, territorial and federal public sector entities/agencies or similar entities not mentioned here throughout the whole of Canada. OECM makes no guarantee of the value or volume of work to be assigned from the award of any Master Agreement resulting from this procurement. This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (“CFTA”) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (“CETA”).
