Purpose Compass is seeking proposals from qualified and experienced pharmacy service providers to deliver essential pharmaceutical services and ongoing support to youth aged 12-17 accessing services within our mental health live-in treatment facility. The selected provider will be responsible for blister packaging all medications both prescribed and over the counter, for 12-15 clients per year. The provider will also be responsible for providing professional consultation to both clients and staff members and to work closely with our healthcare team to ensure optimal health outcomes for clients, address any medication-related issues, and promote medication safety within our facility.
The Pharmacy must have a proven record of providing pharmaceutical services within live-in treatment environments, demonstrating expertise in managing complex medication regimens, and coordinating medication delivery, pickup and disposal at the site. The Step Up Step Down (SUSD) is a bilingual voluntary live-in treatment program for youth experiencing significant mental health issues who require intensive treatment and support. The SUSD facility offers six Ministry funded beds and 24 hours a day, 7 days a week care for youth aged 12 to 17. Eligible youth will reside at the SUSD facility for up to 6 months.
Key Objective The primary objectives of this Request for Proposal (RFP) are to solicit proposals from qualified pharmacy service providers to deliver comprehensive, high quality, and cost-effective pharmacy services to Youth in our live-in treatment facility. Obligations The Pharmacy provider shall be an accredited pharmacy listed by the Ontario College of Pharmacists and must be the holder of a Certificate of Accreditation for the operation of a pharmacy under Section 139 of the Drug and Pharmacies Regulation Act. All Pharmacists and Pharmacist Technicians employed by the Pharmacy are to adhere to the Guidelines for the Practice of Pharmacy as issued by the Ontario College of Pharmacists.
The Pharmacy provider must be dedicated to the safety, well-being and enhancement of the quality of life of all clients, and deliver services in a manner consistent with the overall purposes of the program.
The Pharmacy must show evidence of prior experience with providing services to live-in treatment facilities, demonstrating historical experience serving clients with complexities.
Term of Contract The contract between the selected pharmacy provider and the facility will be established for an initial term of one (1) year, commencing on November 1st, 2025 and concluding on November 1st, 2026.
At the conclusion of the initial term, the contract may be renewed or extended based on mutual agreement between both parties. Any extension must be formalized in writing and signed by authorized representatives of the facility and the pharmacy provider before the existing contract expires.
During the contract period, either party may terminate the agreement with 60 days written notice, provided that all outstanding obligations, including invoicing, payment, and medication supply continuity, are fulfilled.
Grounds for early termination may include, but are not limited to: • Non-compliance with contract terms or regulatory standards. • Failure to meet service and performance expectations. • Mutual agreement between both parties.

Each proposal will be assessed for clarity, feasibility, regulatory compliance, and alignment with the facility’s needs. Pharmacy providers are encouraged to include additional value propositions, such as enhanced medication education initiatives or specialized pharmacist support services.
