Provision of Seasonal Snow Removal and Winter Maintenance Services
1. Overview
The Township of Prince invites sealed or electronic tenders for seasonal snow removal, sanding, and winter
maintenance services beginning November 1, 2025, for three (3) service areas:
• Municipal Office Building parking lot, including walkways and doorways AT 3042 Second Line W. Prince
Township
• Pinder Drive
• Prince Lake Road entrance (from Second Line to 4 Prince Lake Road)
The successful contractor must supply all labour, equipment, fuel, and materials (including sand/salt) and
perform services in accordance with applicable municipal, provincial, and federal standards.

Mandatory Inclusions:
• Proof of WSIB coverage
• Proof of $5,000,000 Commercial General Liability Insurance naming the Township as Additional Insured,
with $5,000,000 Automobile Liability
• Bid Security equal to 5% of bid total (certified cheque, bid bond, or e-bond)
• List of relevant equipment
• Two references
• Acknowledgement of all Addenda (Appendix B)

3. Term of Contract
November 1, 2025, to April 1, 2027 (two winter seasons), with an optional one-year renewal at the Township’s
sole discretion. For Year 2 and any renewal, prices may be adjusted by the Ontario CPI (All-Items, 12-month)
capped at 3%.

4. Scope of Work – Winter Maintenance Services
• All work shall meet or exceed Ontario Regulation 239/02 – Minimum Maintenance Standards (MMS) for
Municipal Highways.
• Where Township service expectations in this Tender exceed MMS, those higher standards apply.
• Contractor must monitor weather and automatically provide snow removal, sanding, and relocation
without Township request.
Definitions:
• Event: Snowfall or freezing rain that requires service (e.g., plowing at ≥ 5 cm). Multiple mobilizations
within a storm = one Event. A 6-hour pause creates a new Event if service resumes.
Performance Standards:
• Facilities (Township Office, incl. walkways/doorways): Cleared and treated by 7:00 a.m. after overnight
events; within 4 hours of daytime events ending before 4:00 p.m.
• Roadways: Plowing begins at ≥ 5 cm accumulation. Target completion within 8 hours of event end.
• Icy Conditions: Apply sand/salt mix as required.
• Snow Hauling/Relocation: As needed________________________________________
5. Sanding Requirements
• Winter sand must meet OPSS 1004 standards.
• Sand/salt blend permitted at Township’s direction.
• Material must be stored and maintained to prevent contamination and freezing.
• Township reserves right to inspect and reject non-compliant materials.

6. Health, Safety & Traffic Control
• Comply with OHSA and maintain a site-specific Health & Safety Plan.
• Traffic control per Ontario Traffic Manual Book 7.
• Report and repair property damage within 24 hours.

7. Insurance, WSIB & Security
• Proof of $5,000,000 CGL and $5,000,000 Automobile Liability.
• Township named as an Additional Insured with 30-day cancellation notice.
• WSIB clearance required before award and throughout the contract.
• Subcontractors must provide WSIB clearance.

8. Evaluation Criteria

9. Pricing and Payment Terms
Structure
• Seasonal Lump Sum (per location): All-inclusive, covers up to twenty-five (25) Events per season at that
location.
• Per-Event Rate (Events 26+): All-inclusive per-event price per location. Must cover machinery, operators,
fuel, materials (sand/salt), mobilization, overhead, and profit.
• No Other Charges: No separate hourly, labour, equipment, or material charges. No standby fees. No fuel
surcharges.
Payment
• Township pays the Seasonal Lump Sum per location.
• Events 26+ are paid at the Per-Event Rate.
• No additional charges will be considered.
