1. Organization Overview Compass is a non-profit agency offering free mental health, developmental, and community services for children and youth under the age of 18, as well as their families, in the Districts of Sudbury and Manitoulin [1]. With a dedicated team of over 100 staff—including Social Workers, Psychotherapists, Child and Youth Workers, and administrative professionals—Compass serves approximately 2,000 families annually [1]. The organization operates five offices across Sudbury, Espanola, Little Current, and Chapleau, and serves as the lead for the Sudbury Youth Wellness Hub [1]. Compass is primarily funded by the Ministry of Health (MOH) and the Ministry of Children, Community and Social Services (MCCSS) [1]. In the 2023⁄24 fiscal year, the agency reported revenues of 12,732,011, resulting in a modest excess of revenue over expenses of $49,186 [2]. Funding streams include 70% from the MOH, 20% from MCCSS, 7% from miscellaneous sources, and 3% from other grants (e.g., MS DSB) [2]. 2. Project Objective Compass is seeking proposals from qualified financial consultants or firms to revamp its budget process. The selected vendor will modernize the organization’s financial workflows, align general ledger (GL) codes with ministry requirements, establish robust reporting mechanisms, and provide detailed multi-year financial forecasting.
3. Scope of Work The successful bidder will be expected to deliver the following services: 3.1. Budget Process Revamp Evaluate and revise the current budget development process. 12, 781, 197 and expenses of Develop a streamlined, comprehensive annual budget model that integrates multiple funding streams, specifically focusing on the primary funders: the Ministry of Health and the Ministry of Children, Community and Social Services. 3.2. GL Code Realignment Review the existing chart of accounts and re-align GL codes to match the specific budget lines required by the ministries. Ensure that the new GL structure supports accurate and efficient tracking of revenues and expenditures per funding source. 3.3. Reporting Processes Establish standardized monthly and quarterly financial reporting processes. Develop reporting templates and dashboards utilizing both Microsoft Excel and the Power BI platform to provide clear, actionable insights to the leadership team and board of directors. 3.4. Financial Forecasting Scenarios Complete detailed financial forecasting for three distinct scenarios: 1. Collective Bargaining Analysis: Project costs associated with upcoming collective bargaining negotiations. 2. Multi-Year Operational Projections: Forecast operational costs for 1, 2, and 3 years, factoring in anticipated inflation rates. 3. Organizational Restructuring: Calculate projected costs based on a revised organizational structure, including detailed salary projections for a staff of 120 employees. 4. Proposal Requirements Bidders are required to submit a comprehensive proposal that includes: Company Profile & Experience: Details of the firm’s experience working with nonprofit< br>organizations, specifically those funded by Ontario provincial ministries (MOH, MCCSS). Proposed Methodology: A clear outline of the approach to achieving the project objectives, including timelines and milestones. Costing Breakdown: Detailed costing for each component of the Scope of Work: Revising the budget process and developing the annual budget from multiple funding streams. Re-aligning GL codes. Establishing Excel and Power BI reporting processes. Completing the three specified forecasting scenarios. Note: Compass will prioritize the quality of the proposal, demonstrated expertise, and value of offerings over simply selecting the lowest cost bid. 5.
