GENERAL DESCRIPTION OF WORK: The existing water treatment plant was built in 1984, and in 2019 was gone through major upgrades as interim solution to increase the quality and quantity of the community drinking water until the new water treatment plant could be designed and constructed (the as-built drawings of the 2019 interim water project are provided in APPENDIX “1”). Blueberry River First Nations (BRFN) is now exploring its options for replacing/upgrading the existing community water treatment plant. The services of a qualified engineering consultant (“Vendor”) is required for conducting a feasibility study including surveying, geotechnical assessment, stormwater management study, hydrological assessment, drainage study, preliminary design and cost estimates for design and construction project. The feasibility study will investigate and look into options for treatment methodology, approximate equipment sizing and location of the future water treatment plant meeting the following objectives (it should be noted credits will be given to the options/proposals to effectively reusing existing infrastructure). It is our understanding that the initial plan for the new water treatment plant, developed in 2019, involved constructing a new building to increase capacity by relocating the existing treatment stream to the new facility. As part of this feasibility study, further exploration and analysis of potential options are required, however it should be noted that there is no need to investigate alternative water sources or treatment processes, unless new information has emerged from prior upgrades or indication that the current wells are no longer adequate). The requirements, Work components and deliverables are defined in the following sections of this document. The main steps and components of the work include: • Conceptual design and footprint for each the water treatment plant option • Site location analysis including social & environmental factors, geotechnical review, and archaeological review (it should be noted that once a preferred site has been selected, more detailed analysis inline with ISC requirements should be included) • Evaluation of operations and maintenance requirements • Determination of water treatment sizing based projected maximum day water demands • Three community meetings to gather community input and provide updates to BRFN members and stakeholders • Weekly progress meeting with BRFN stakeholders • Two meetings with the BRFN leadership for presentation & discussion • Identify efforts to investigate land requirements, permits and approvals potentially required. • Conceptual opinions of probably cost for capital, O&M, and life cycle costs (it should be noted that the proposal should include a Class “D” cost estimate of the project to align with ISC requirements for FAR funding, and the deliverable of the work plan include a Class “C” cost estimate). Additionally, it should be noted that BRFN is currently conducting a feasibility study to build a new water reservoir within the community to replace the existing water reservoir built in 1984. The relevant information of this study will be shared with the successful proponent of this RFP to be used for the feasibility study of the new water treatment plant |
