This Request for Proposal (“RFP”) is an invitation to qualified, professional consultants (the “Proponent”) to submit Proposals for Consulting Services for the preparation of an Planning Consulting Services (“Services”), to support The Corporation of the City of Thorold (the “Purchaser”) as further described in Part 2 - The Deliverables (the “Deliverables").

The City of Thorold is seeking proposals from qualified Proponents to complete an Official Plan Consolidation and Gaps Analysis for Official Plan Conformity Exercise. The Successful Proponent will be responsible for completing the Official Plan Consolidation of both text and mapping, and providing direction and recommended policies related to identifying gaps to the City’s Official Plan text and mapping by conducting a detailed review of legislation, the Niagara Region Official Plan, and relevant Master Plans and Studies.
