On behalf of BC Energy (Barbados) Inc. (“Blue Circle”), Powerhaus Consulting is inviting detailed submissions from interested parties (“Proponents” or “Proponent”) to express interest in providing complete turnkey services in the procurement, construction, and engineering of 30 MW AC / 42 MW DC of ground mounted, grid-interconnected, single-axis tracker photovoltaic (PV) projects across 35 to 45 solar sites in Barbados. The projects are spread geographically across the island, with at least one project in each of Barbados’ eleven parishes. Some projects are clusters of up to eight (8) sites. The projects range in size from 250 kW to 5 MW AC, with the majority sized at 500 kW AC. Each project is between two and five acres in size, with a single 5 MW AC project in the portfolio that is 28 acres. The projects are subject to the Feed-in-Tariff (“FIT”) program launched by the Barbados government in 2019 to reach 100% renewable generation by 2030. There is currently 68 MW AC of solar PV connected to the Barbados grid, with another 250 MW to 300 MW AC anticipated to be connected over the next 8-10 years. The counterparty of all FIT power purchase agreements is the utility, Barbados Light and Power Company (“BLPC”). BLPC’s beneficial owner is Emera Inc. and is based in Canada. The projects that have been developed by Blue Circle are in varying stages of development, with the most mature projects expected to be shovel-ready (i.e. fully permitted and licensed, and with grid capacity allocated) in Q2 2022. The balance of the projects are expected to reach shovel-ready status over the subsequent 12-18 months. |
