April 2025 PRE-NOTICE FOR EARLY READING SCREENING TOOLS REQUEST FOR PROPOSAL #2025-493 

Please note this is not a Request for Proposals. 

No RFP is attached. OECM advises prospective suppliers that it intends to post a non-binding Request for Proposals (RFP) as noted above on the Ontario Tenders Portal Jaggaer (OTP). 

The objective of the RFP is to award master agreements, to one (1) or more qualified suppliers for each category (Category A – English & Category B – French) for the provision of Early Reading Screening Tools on an as-and-when required basis for OECM customers. 

The master agreement resulting from this RFP, if any, will be available to organizations such as educational entities (e.g. school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges), Crown corporations, First Nations federal agencies, health and social service entities, municipalities, not-for-profit organizations, provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, any other Ontario Public Sector and Broader Public Sector agencies, boards or commissions or similar entities not mentioned here. 

OECM makes no guarantee of the value or volume of work to be assigned from the award of any master agreement resulting from this procurement. 

It is anticipated that the RFP will be posted on Ontario Tenders Portal (“OTP”) within the next two (2) weeks and will be awarded before the end of September 2025. 

The posting date and time are subject to change at the sole and absolute discretion of OECM. 

This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (CFTA) and Chapter Nineteen – Comprehensive Economic and Trade Agreement (CETA).
