NOTICE OF OECM POSTING ON OTP
ENVIRONMENTAL PROFESSIONAL SERVICES,
REQUEST FOR SUPPLIER QUALIFICATIONS #2023-427

Please note this is not an RFSQ. No RFSQ is attached.
OECM, a collaborative sourcing organization, has issued a non-binding Request for Supplier Qualifications (RFSQ), as noted above on the Ontario Tenders Portal Jaggaer (OTP).

The objective of the RFSQ is to award master agreements, to one (1) or more qualified suppliers for the provision of Environmental Professional Services on an as-and-when required basis for OECM customers, for one (1) or both of the following Categories:

• Category A - Indoor Environmental Professional Services

• Category B - Outdoor Environmental Professional Services

The proponent should:

• Demonstrate knowledge and experience in environmental professional services;
• Demonstrate expertise on the requirements of Ontario Regulations: O.Reg 278/05 Designated Substance – 11Asbestos on Construction Projects and in Buildings and Repair Operations and O.Reg 490/09 Designated Substances;
• Possess credentials and training certificates as required (e.g., P. Eng. and/or C.E.T.);
• Have the ability to prepare reports and deliver presentations;
• Demonstrate experience working collaboratively on similar projects;
• Have proven ability to provide experienced and knowledgeable support personnel;
• Demonstrate experience providing professional and timely customer support in a safe manner;
• Demonstrate ability to provide adequate insurance;
• Demonstrate ability to project savings to be realized due to multi-project and multi-Customer participation; and,
• Be committed to continuous improvement.
Proposals will be evaluated in four (4) stages, as detailed in Part 3 of the RFSQ.

The term of the resulting master agreements are intended to be for five (5) years, with an option in favor of OECM to extend the term of the master agreement, on the same terms and conditions for up to three (3) years.

The resulting master agreements from this RFSQ will be available to OECM customers, such as educational entities (e.g., school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges), health and social service entities, hydro, the Legislative Assembly, Municipalities and related Service Organizations, not-for-profit organizations, Ontario Electricity Financial Corporation, Ontario Power Authority, provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, and any other Ontario Broader Public Sector (“BPS”) agency, Ontario Public Service (“OPS”) ministry, agency, board or commission, Crown corporations, First Nations federal agencies, Indigenous Organizations and Communities, and other provincial, territorial and federal public sector entities/agencies or similar entities not mentioned here;
OECM makes no guarantee of the value or volume of work to be assigned from the award of any master agreements resulting from this procurement.

Proponents are advised that there will not be a public opening of this RFSQ. OECM will open proposals at a time subsequent to the closing date indicated in the RFSQ timetable above, in the RFSQ itself, and on OTP.

OECM will not post the RFSQ documents or any amendments associated with this RFSQ, outside of this notice, on MERX™, Biddingo or bids&tenders. All communication will occur directly through OTP.

This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (CFTA) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (CETA).
