PRE-NOTICE FOR AN OECM
ENTERPRISE RESOURCE PLANNING SOLUTIONS AND RELATED SERVICES
REQUEST FOR PROPOSALS #2022-383
Please note this is not an RFP. No RFP is attached.
OECM advises prospective suppliers that it intends to post a non-binding Request for Proposals (“RFP”) as noted above
on the Ontario Tenders Portal Jaggaer (“OTP”) for the provision of commercially available Enterprise Resource Planning
(“ERP”) Software-as-a-Service Solutions and Related Services (“Services”) for a diverse group of OECM School Board
Customers to use on an as-and-when required basis.
The ERP SaaS Solution shall include, as will be further described in the RFP, Finance and Human Resources/Payroll
Solutions and Services (e.g., Implementation, Professional Services, Support Services, Maintenance).
OECM intends to award one (1) or more Master Agreements, each with different ERP Solution Original Equipment
Manufacturers (“OEMs”). For greater certainty, the same OEM will not be awarded an OECM Master Agreement more
than once.
The objective of this RFP is to:
(a) Establish Master Agreements, each with different OEMs;
(b) Provide Customer’s with an ERP Solution, in Canadian French and English, to efficiently and cost effectively
manage their day-to-day business;
(c) Ensure the Supplier fulfills all RFP Deliverables;
(d) Ensure appropriate Privacy and Security measures are met;
(e) Establish, through resulting Master Agreements, relationships with strategic Suppliers able to fulfill the RFP
requirements and develop long-term relationships with Customers and OECM;
(f) Ensure OECM’s Customers have choice and can select an appropriate Supplier and ERP Solution through a
Second Stage Selection Process that best meets their specific needs in a timely manner. Only Suppliers who
are awarded Master Agreements will be eligible to participate in any such Second Stage Selection Process;
(g) Ensure the Supplier provides the ERP Solution with a minimal number of disparate systems and integration
points;
(h) Ensure Supplier’s recognize and support Customers, understanding Customers will be at different stages of
ERP readiness, with budget and resource capacity constraints;
(i) Ensure Supplier’s recognize Customers may implement Solutions in different manners;
(j) Ensure the Supplier’s provides competent and capable Professional Services; and,
(k) Ensure the Supplier provides excellent customer support and performance management.

The Supplier shall possess appropriate experience, qualifications, and demonstrated knowledge relative to the Deliverables in this RFP and OECM Customers in Ontario including, but not limited to:
(a) Demonstrated experience, knowledge, and ability to identify, manage and provide Services according to Canadian Public Sector Accounting Standards as established by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada ("CPA Canada"), and where applicable, the recommendations of the Accounting Standards Board of CPA Canada, other standards and all applicable legislation with respect to matters of accounting in the public sector;
(b) Demonstrated experience implementing complex (e.g. diverse and complex collective bargaining agreement rules) Human Resources/Payroll Solutions within the Ontario Education Sector;
(c) Knowledgeable, qualified resources well versed in the ERP industry, with the ability to provide professional and timely support to Customers;
(d) Demonstrated experience with complex, decentralized and autonomous publicly funded organizations, with differing requirements;
(e) Possessing, maintaining, and providing a five (5) year Solution roadmap (e.g., for people, process/technology changes) to Customers and OECM; and,
(f) Possessing robust audit and control processes.
OECM makes no guarantee of the value or volume of work to be assigned from the award of any Master Agreement resulting from this procurement.
It is anticipated that the RFP will be posted on OTP within the next month with an anticipated award occurring in 2022.
The posting date and time are subject to change at the sole and absolute discretion of OECM.
This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (“CFTA”) and Chapter Nineteen – Comprehensive Economic and Trade Agreement (“CETA”).
