NOTICE OF OECM POSTING ON OTP
VEHICLE RENTAL AND RELATED SERVICES,
REQUEST FOR PROPOSAL (RFP) #2023-426

OECM, a collaborative sourcing organization, has issued a non-binding Request for Proposals (RFP), as noted above on the Ontario Tenders Portal Jaggaer (OTP).

The objective of this RFP is to award master agreements to one or more qualified suppliers per category and per zones for the provision of Vehicle Rental and Related Services on an as-and-when required basis for OECM Customers, for one (1) or both of the following Categories:

1) Category A – Passenger Vehicle
2) Category B – Commercial Vehicle

The objective of this RFP is to:

• Provide OECM Customers the ability to purchase Vehicle Rental and Related Services from qualified Suppliers to satisfy their requirements;
• Reduce the costs of associated competitive procurement processes on an ongoing basis (i.e., fewer competitive procurement documents issued by Customers);
• Provide an access to a comprehensive range of well-maintained vehicles that comply with safety standards and are equipped with the necessary amenities and technologies;
• Provide a vehicle rental and related services in a timely manner, demonstrating value for money;
• Provide comprehensive insurance options to safeguard against accidents and damages during the rental period.
• Provide Customers with flexible rental terms and pricing options that align with their budget and usage patterns;
• Provide a complete and comprehensive, user-friendly transparent booking, reservation and billing process;
• Provide Customers with professional and responsive Customer support and account management; and,
• Provide a loyalty program that rewards frequent renters with discounts, upgrades, or other incentives.

Proposals will be evaluated in four (4) stages, as detailed in Part 3 of the RFP.

The term of the resulting master agreements will be six (6) years, with no option to extend it further.
The resulting master agreements from this RFP will be available to OECM customers, such as educational entities (e.g., school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges), health and social service entities, hydro, Local Housing Corporations, the Legislative Assembly, Municipalities and related Service Organizations, not-for-profit organizations, Ontario Electricity Financial Corporation, Ontario Power Authority, provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, and any other Ontario Broader Public Sector (“BPS”) agency, Ontario Public Service (“OPS”) ministry, agency, board or commission, Crown corporations, First Nations federal agencies, Indigenous Organizations and Communities, and other provincial, territorial and federal public sector entities/agencies or similar entities not mentioned here;
OECM makes no guarantee of the value or volume of work to be assigned from the award of any master agreements resulting from this procurement.

Proponents are advised that there will not be a public opening of this RFP. OECM will open proposals at a time subsequent to the closing date indicated in the RFP timetable above, in the RFP itself, and on OTP.

OECM will not post the RFP documents or any amendments associated with this RFP, outside of this notice, on MERX™, Biddingo or bids&tenders. All communication will occur directly through OTP.

This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (CFTA) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (CETA).
