Strengthening AI Ecosystems: A Value Chain Analysis for FDI in the Greater Toronto Area Project Overview: The project will conduct a regional Artificial Intelligence (AI) Value Chain Analysis for the Greater Toronto Area (GTA). By identifying critical strengths and gaps across the AI value chain, the analysis aims to drive Foreign Direct Investment (FDI) opportunities and enhance specific Business Retention and Expansion (BRE) efforts. Leveraging the GTA’s position as a global hub for AI innovation, this project will aim to attract high-value investments, solidify the region’s leadership in the global AI ecosystem, and promote sustainable growth. The analysis will integrate regional and sub-regional strengths, highlighting clusters, industries, and verticals of opportunity, and fostering a unified regional approach. Objectives: • Map the AI Value Chain: Provide a detailed breakdown of the AI sector’s value chain, including research, talent development, infrastructure, and industrial/commercial applications across key sectors and verticals. • Identify Gaps and Opportunities: Pinpoint weaknesses, bottlenecks, and untapped potential within the AI ecosystem. • Support FDI Growth: based on the gaps and opportunities identified, highlight specific opportunities to attract international AI companies and investors. • Regional and Sub-Regional lens: ensure the project is undertaken on a region-wide (GTA) level, but also identifying key areas of strength, opportunities and gaps at the sub-regional level • Enhance BRE Efforts: Strengthen the resilience and expansion capacity of existing companies across the GTA who may need or be thinking about implementing AI. • Drive Economic Development: Inform strategies for infrastructure, talent, and policy improvements to maximize AI’s contribution to job creation and innovation. Scope of Work: 1. AI Value Chain Mapping: • Break down the AI value chain into key stages: research and development (R&D), talent pipeline, commercialization, adoption, and global market integration. • Map the specific roles and contributions of GTA institutions, businesses, and government bodies within the value chain. Gap Analysis: • Assess critical gaps in funding, talent availability, infrastructure, and market connectivity. • Identify competitive risks, such as emerging hubs in other regions, regulatory challenges, or supply chain vulnerabilities. • Map gaps across sectors/verticals on a sub-regional and/or cluster level. 3. FDI Opportunity Assessment: • Highlight high-impact sectors (e.g., healthcare AI, fintech AI, smart cities) for targeted FDI attraction. • Identify specific growth opportunities or gaps that can be addressed through FDI at both regional and sub-regional levels. • Develop tailored services and incentives to attract international AI companies and enhance investor confidence. 4. BRE Strategic Insights: • Examine the needs and challenges of local AI businesses to support their growth and mitigate attrition risks. • Develop a robust framework for aftercare and targeted business expansion initiatives, ensuring alignment with ecosystem goals. 5. Stakeholder Engagement: • Engage TG funders, government, academia, and private sector stakeholders to validate findings, co-develop solutions, and ensure actionable insights. Deliverables: 1. Value Chain Map: A comprehensive visual representation of the GTA’s AI value chain, detailing roles, stages, and regional strengths, and broken down at the sub-regional level. 2. Gap and Opportunity Report: A detailed analysis of ecosystem gaps and areas for targeted intervention and investment. 3. FDI and BRE Strategy Matrix: A prioritized roadmap of actions and investment opportunities, aligned with GTA’s regional strengths. 4. Policy and Infrastructure Recommendations: Strategic proposals to address ecosystem gaps and enhance competitiveness. 5. Executive Presentation: A concise summary for stakeholders, highlighting key insights and proposed initiatives.
