NETWORKING PRODUCTS AND RELATED SERVICES
REQUEST FOR PROPOSALS #2024-457

OECM, a collaborative sourcing organization, has issued a non-binding Request for Proposals (RFP), as noted above on the Ontario Tenders Portal Jaggaer (OTP).

This non-binding Request for Proposals (“RFP”) is an invitation to obtain Proposals from qualified Proponents for “Networking Products and Related Services” RFP #2024-457.

The objective of this RFP is to:
1) Establish a list of quality Suppliers able to provide a wide range of OEMs, Products and Services to OECM Customers;
2) Obtain quality and innovative Products and Services at the best overall value;
3) Ensure timely deliveries at the lowest cost to the Customer;
4) Ensure Customer satisfaction by providing updates on supplier performances tracked by developing effective KPIs;
5) Align with our Customers' environmental and sustainability requirements, demonstrating a firm commitment to environmental stewardship;
6) Provide Customers with professional and responsive Customer support; and,
7) Reduce the costs of associated competitive procurement processes on an ongoing basis (i.e., fewer, of the same, competitive procurement documents issued by Customers).

7) License Subscriptions for Products
8) Additional Products

1) Standard OEM Product Warranty for Physical Products
2) Repeat Call Resolution for Physical Products
3) Extended Product Warranty Coverage for Physical Products
4) Onsite Support Services for Physical Products
5) Preventative Maintenance Services for Physical Products
6) Proactive Diagnostics Services
7) Block Service Hours
8) Professional Services
• Network Design and Planning Services
• Installation and Implementation Services
• Training Services
• Additional Services

Proposals will be evaluated in four (4) stages, as detailed in Part 3 of the RFP.

OECM intends to award one (1) or more Master Agreements, with an initial Term of the Master Agreement (“Term”) of seven (7) years with an option in favour of OECM to extend the Term on the same terms and conditions for one (1) additional period of up to three (3) years.
The resulting master agreements from this RFP will be available to OECM customers, such as educational entities (e.g., school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges), health and social service entities, hydro, Local Housing Corporations, the Legislative Assembly, Municipalities and related Service Organizations, not-for-profit organizations, Ontario Electricity Financial Corporation, Ontario Power Authority, provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, and any other Ontario Broader Public Sector (“BPS”) agency, Ontario Public Service (“OPS”) ministry, agency, board or commission, Crown corporations, First Nations federal agencies, Indigenous Organizations and Communities, and other provincial, territorial and federal public sector entities/agencies or similar entities not mentioned here;

OECM makes no guarantee of the value or volume of work to be assigned from the award of any master agreements resulting from this procurement.

Proponents are advised that there will not be a public opening of this RFP. OECM will open proposals at a time subsequent to the closing date indicated in the RFP timetable above, in the RFP itself, and on OTP.

OECM will not post the RFP documents or any amendments associated with this RFP, outside of this notice, on MERX™, Biddingo or bids&tenders. All communication will occur directly through OTP.

This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (CFTA) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (CETA).
