NOTICE OF END-USER COMPUTING PRODUCTS AND RELATED SERVICES REQUEST FOR PROPOSALS (RFP) #2024-461 AMENDED ON OTP

Please note this is not an RFP. No RFP is attached.

OECM, a collaborative sourcing organization, issued the above non-binding RFP on September 19, 2024, on the Ontario Tenders Portal (OTP). To accommodate the industry and provide OECM Customers more choice, the number of Categories in this RFP has been expanded to eight (8):

(a) Category A – Dell Canada Inc. (“Dell”) Products and Related Services;

(b) Category B – Apple Canada Inc. (“Apple”) Products and Related Services;

(c) Category C – HP Inc. (“HP”) and Hewlett Packard Enterprise Company (“HPE”) Products and Related Services;

(d) Category D – Lenovo Canada Inc. (“Lenovo”) Products and Related Services;

(e) Category E – Other OEM Mobile and Desktop Computing Products and Related Services;

(f) Category F – Other OEM Server Products and Related Services;

(g) Category G – Other OEM Storage Products and Related Services; and,

(h) Category H – Other OEM Hyperconverged Products and Related Services.

A maximum of one (1) Proposal per Category and OEM may be submitted (i.e., either by an OEM directly or via an Authorized Reseller). However, Proposals representing an OEM in Categories E, F, G, or H cannot be for an OEM identified in Categories A, C or D. Each Category and OEM will be evaluated and scored independently.

Award Strategy – OECM may, through this RFP process, enter into Master Agreements with one (1) or more Suppliers, each representing a different OEM from each of the Categories. For certainty, an OEM will not be awarded to more than one (1) Supplier (i.e., either the OEM or an Authorized /Reseller) in each Category. The Term of the resulting Master Agreements is intended to be for eight (8) years.

Proposals will be evaluated in seven (7) stages, as detailed in Part 3 of the RFP.

The Master Agreements will be available to organizations such as educational entities (e.g., school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges), health and social service entities, hydro, Local Housing Corporations, the Legislative Assembly, Municipalities and related Service Organizations, not-for-profit organizations, Ontario Electricity Financial Corporation, Ontario Power Authority, provincially funded organizations (“PFO”), shared service organizations, utilities and local boards, and any other Ontario Broader Public Sector (“BPS”) agency, Ontario Public Service (“OPS”) ministry, agency, board or commission, Crown corporations, First Nations federal agencies, Indigenous Organizations and Communities, and other provincial, territorial and federal public sector entities/agencies or similar entities not mentioned here.

OECM makes no guarantee of the value or volume of work to be assigned from the award of any Master Agreements resulting from this procurement.

In the event of a conflict or inconsistency between this notice and the RFP, the RFP shall prevail.

Proponents are advised that there will not be a public opening of this RFP. OECM will open Proposals at a time subsequent to the Closing Date indicated in the RFP Timetable above, in the RFP itself, and on OTP.

OECM will not post the RFP documents, or any amendments associated with this RFP, outside of this notice, on MERX™, Biddingo or bids&tenders. All communication will occur directly through OTP.

This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (CFTA) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (CETA).
