The purpose of this RFP is to retain the services of a qualified environmental engineering firm to complete the engineering design, supervision, inspection and project management services associated with the abatement, demolition and remediation of the Bluewater Youth Center property and all of the existing buildings and services (collectively referred to as the “Site”) including infrastructure to the satisfaction of the Municipality.
Accordingly, The Municipality of Central Huron is inviting proposals for a qualified environmental engineering firm to complete the engineering design, supervision, inspection
The Site consists of approximately 20 hectares of land and sewage pipe to be removed located between Hwy 21 and Lake Huron approximately 5.5 km south of Goderich, Ontario. The Site facility was originally developed as a hospital in the 1980’s and through several renovations and modification, was converted into a detention centre in the 1960s, known as the Bluewater Youth Detention Centre (the “BYC”). The BYC facility consists of approximately 12,000 square metres (130,000 square feet) of buildings located with a fenced-in area. Structures outside of the fenced in area include a barn, a wastewater pumphouse, a sewage lagoon and some recreational areas located closer to the shoreline of Lake Huron (model plane flying club). All of the previous uses have vacated the Site.
The Municipality is seeking an environmental engineering firm to complete and/or oversee the abatement of any hazardous materials located on the Site including but not limited to asbestos lead, mercury, silica, PCBs and mould within all buildings, and underground sewage pipe, present on the Site; demolish the existing site buildings present on the Site; and, deconstruct the building and site services. The Municipality is seeking to have the demolition, deconstruction, abatement and remediation services in accordance with all applicable laws including but not limited to the Occupational Health and Safety Act to enable the Site for mixed uses (commercial / residential) purposes and remediate the Site in accordance with the Ministry of Environment, Conservation and Parks (“MECP”) residential land use standards in a potable ground water condition (Table 2 Standards).
The Municipality is seeking a best value Proposal and will consider the Proponent attributes, quantity and quality of the services offered as well as price. It is the expectation that the Proposal price will be inclusive of all components of the Proposal. Details relating to specific services can be provided separately, but a grand total must accompany the Proposal. |
