The Mohawk Council of Kahnawà:ke (“MCK”), through this Request for Proposals (“RFP”), is inviting proposals from qualified and experienced consultants (“Proponent”) to provide independent technical and regulatory review services and to develop draft permit conditions under the Sanitary Conditions Law (“SCL”) related to the JFK Quarry Phase 1 restoration authorization.
The successful Proponent will be responsible for completing the Services described in this RFP, including a review of the proponent’s submission materials, identification of outstanding information needs and risks, and preparation of draft permit conditions that are clear, enforceable, and informed by applicable requirements and best practices from comparable jurisdictions. The Proponent may also be required to participate in meetings with MCK and engage with the quarry operator, as necessary, to clarify outstanding items and support completion of the deliverables.
The Services will be governed by a Contract, which will be issued once a Proponent is selected. MCK reserves the right to revise the terms of the Contract at any time during the RFP process and to negotiate different terms with the Proponent.
