NOTICE OF OECM MODULAR BUILDINGS & PORTABLE CLASSROOMS REQUEST FOR SUPPLIER QUALIFICATIONS (RFSQ) #2023-415

OECM, a collaborative sourcing organization, has issued a non-binding Request for Supplier Qualifications (RFSQ), as noted above on the Ontario Tenders Portal Jaggaer (OTP).

The objective of this non-binding RFSQ is to award master agreements with qualified suppliers for the provision of Modular Buildings & Portable Classrooms (Supply, Delivery & Installation) Services to OECM customers on an as-and-when required basis, and:
• Are authorized to sell and warrant the proposed services in Canada;
• Are able to fulfill services to meet the needs of the customer;
• Cover geographical areas across the Province of Ontario; and,
• Work in a cooperative manner with customers, are flexible, and innovative in providing quality services.
This RFSQ is for the purchase and/or operating lease/rental of Modular Buildings & Portable Classrooms (Supply, Delivery & Installation).

The initial term of the resulting master agreements will be five (5) years, with an option in favour of OECM to extend the term on the same terms and conditions for up to three (3) additional years.
This RFSQ will reduce the costs of competitive procurement processes associated with the services on an ongoing basis (e.g. fewer competitive procurement documents issued by customers).

The resulting master agreements from this RFSQ will be available to OECM customers, such as:
• Educational entities (e.g. school boards or authorities, Provincial and Demonstration Schools Branch with the Ontario Ministry of Education, colleges, and universities, and may also include Private Schools and Private Career Colleges);
• Crown Corporations;
• First Nations Federal Agencies;
• Health and Social Service entities;
• Municipalities;
• Not-for-Profit organizations;
• Provincially Funded Organizations;
• Shared Service organizations;
• Utilities and local boards; and,
• Any other Ontario Public Sector and Broader Public Sector agencies, boards or commissions or similar entities not mentioned here.
Once the master agreements are in place, OECM customers will sign a customer-supplier agreement with one (1) or more awarded supplier partners and further define their requirements and specification and obtain rates through a second stage process.
OECM makes no guarantee of the value or volume of work to be assigned from the award of any master agreements resulting from this procurement.
Proposals will be evaluated in five (5) stages, as detailed in Part 3 of the RFSQ.

In the event of a conflict or inconsistency between this notice and the RFSQ, the RFSQ shall prevail.

Proponents are advised that there will not be a public opening of this RFSQ. OECM will open proposals at a time subsequent to the closing date indicated in the RFSQ timetable above, in the RFSQ itself, and on OTP.
OECM will not post the RFSQ documents, or any amendments associated with this RFSQ, outside of this notice, on MERX™, Biddingo or Bids and Tenders. All communication will occur directly through OTP.
This procurement is subject to Chapter Five – Government Procurement of the Canadian Free Trade Agreement (CFTA) and Chapter Nineteen of the Comprehensive Economic and Trade Agreement (CETA).
